It is nothing new a government(das Regierung) to look to forbid(verbot) something to help explain what is wrong with the youth(jugend) in a given time.
In the middle-ages witches(Hexen) were to be found in every town and village(Stadt und Dorf). Then came religion and the government decided witches were BAD. Until then the witches were used by many people, but suddenly(plötzlich) they were forbidden as they were seen as EVIL. The government forbade them, as that explained(erklären) what was wrong with people, they were under the spell(Zauberspruch) of the witch and not obeying the government and their rules/laws(das Gesetz).
In America at the beginning of the 1900´s, youth crime jugend kriminalitet) was on the rise so how could the government make it better. Who or What(wer oder was) was to blame(Schuld geben). Easy there was a series(reihe) of books, called `Dime Books`, as that was how much they cost(kostet). They had black covers and told stories(geschichten) about Smugglers, Pirates, Private Eyes etc. (das Schmuggler, Piraterie, und Detektiven u.s.w.), and because the youth read these books that was the reason crime
